It seems to me that comparing Russia and the USSR is not quite right. In the Soviet Union, there was a rationing system and people had no choice. Yes, there was a system of reusable bottles and a system of collateral value for containers. However, in many ways the Soviet way of life was based on a very limited list of products and goods and on global poverty and austerity.

Now it is a question of creating a society of responsible production and consumption, where everything should happen voluntarily and consciously. Otherwise, when people increase their wealth, they will forget all about it.

The reluctance to sort waste is primarily due to a lack of trust in the authorities. People do not have all the information about it and think that everything is done for a tick. And this attitude is common even in cases where the waste removal process is organised as transparently as possible.
