The transition to a circular economy has been discussed in Russia for many years. There are attempts to implement its individual elements at the legislative level and at the level of individual industries and enterprises. A regulatory framework has been under preparation for several years and there are a number of changes at the regional and federal levels which are shaping more responsible waste management.

However, the biggest focus of the government is aimed at solving the issue of waste disposal and recycling, because the accumulated environmental damage at landfills is, of course, enormous. A complete transition requires a set of solutions, the interaction of the state, industry and society as one of the stakeholders. Now, in the context of sanctions and the difficult situation with technology and R&D, there is obviously some slowdown in the pace of development of the closed-cycle economy in Russia. But these are temporary difficulties.
