The carbon tax is applicable to Russia because the cap-and-trade system works in countries with different cultural and political traditions, e.g. China and Sweden. But before we introduce a carbon tax in Russia, we should study the global experience of this mechanism and take into account the resource and climate characteristics of our country. The main thing is that the tax should be introduced gradually, as this will allow people to gain experience in accounting for the carbon footprint and collecting the fee. If the methodology for calculating the tax and the mechanism for charging it are clear, businesses will be able to plan their long-term investments properly.
