In my view, we do not have enough tools to manage climate risks and we have work to do. First of all, we have to regulate greenhouse gas emissions in some way, and for this we need to technically re-equip our enterprises.

The main polluters here are electricity, housing and utilities, metallurgy, and transport. These sectors cannot be quickly transformed from traditional technologies and working methods to innovative ones.

Such transformation requires large expenses from businesses, and if we act in a revolutionary way, the cost of the final product or service to the consumer will increase manifold. We are not a rich country enough to tolerate such price shocks.

Therefore, we need a coherent government policy in the area of modernisation of production facilities: if we have set the goal of achieving climate neutrality by 2060, we must take some concrete steps every year.
