“A 100% recycling rate for packaging may be introduced”

The introduction of a 100% recycling fee for goods, including packaging, has not yet been legislated. However, discussions on a bill in this area have resumed after a brief pause.

A bill is now under consideration to shift the extended liability to packaging manufacturers rather than to producers of packaged goods. It is likely that the transfer will be followed by the introduction of a 100% recycling rate.

For now, we are working on the basis of EPR legislation, the foundations of which were laid in 2014–15. Unilever, for its part, fulfils its extended responsibility to recycle packaging mainly by being a member of Ruspro. It was established by several companies from our sector to centralise the task of implementing extended responsibility.
