The Climate Strategy was adopted in 2009. Since then, some results have been achieved in the direction of energy efficiency in public buildings — schools, kindergartens, hospitals.

Such solutions do reduce greenhouse gas emissions. In Russia, unfortunately, there have been virtually no such projects — only a few point-by-point houses have fallen under renovation.

Our heating system is inefficient: we pay for the amount of heat that is imposed on us, and we do not keep records of it. But in Western countries, we pay for the amount of heat we actually consume. As a result, many of our compatriots become hot in their flats, they open windows and, in fact, begin to heat the street.
