In my opinion, it is not always possible to implement solid waste recycling projects by businesses alone. Such projects are supported by the Russian Environmental Operator — a public-law company: it subsidises loan rates and provides other financial support tools within its mandate. Thanks to them the projects on MSW processing and SRF production (solid fuel from waste) become interesting from the investment point of view.
Concession agreements are being concluded — this is a form of public-private partnership (PPP), which, for example, involves the transfer of state property to an investor for further creation of waste processing complexes.
Such agreements are still few and far between, but they are being worked out long enough and well enough to take place. We hope that such projects will have a long-awaited effect on the industry.
