New restrictions on the import of ozone-depleting substances into Russia

 

 

 

The first ozone and ultraviolet radiation bulletin of the World Meteorological Organization (WMO) was released this year. The document emphasizes the importance of continuing measurements in the ozone layer, their causes, and also touches upon the issues of ultraviolet radiation worldwide.

The above statistics show that the Montreal Protocol (1987) reduced the production and consumption of ozone-depleting substances by up to 99%. The reduction in ozone deficiency in 2022 is considered key evidence that the ozone layer is beginning to gradually regenerate. Nevertheless, its full recovery will take decades.

To support the environment, Russia annually sets a limit on the import of ozone-depleting substances. However, a new regulation of June 23, 2023, introduced even more restrictions.

First of all, the production and import of chlorofluorocarbons and hydrochlorofluorocarbons was prohibited. These substances have a particularly adverse impact on the Earth's ozone layer, biodiversity, climate and human health on the whole.

It was also found that ozone-depleting substances imported into the country shall be distributed only among those legal entities and entrepreneurs who have submitted applications to the Russian Ministry of Natural Resources and Environment before September 1, 2022.
