Russian president and world leaders reminded about climate change

On 15-16 September 2022, Uzbekistan hosted the Shanghai Cooperation Organisation (SCO) Summit and meeting of the Council of Heads of State in Samarkand.

At the end of the Summit, leaders signed the Samarkand Declaration and adopted 21 documents, among them a special declaration on climate change response.

The Samarkand Declaration notes that the effects of global climate change and the ongoing COVID-19 pandemic pose additional challenges to economic growth, social well-being and food security, as well as the implementation of the 2030 Agenda for Sustainable Development. New approaches are therefore needed to promote more equitable and effective international cooperation and sustainable economic development.

The SCO member states have emphasised the particular importance of cooperation in environmental protection, ecological security, preventing the negative effects of climate change and preserving biodiversity.

At the same time, it is inadmissible to use the climate agenda to impose measures that would restrict trade and investment cooperation. The countries have agreed to make efforts to establish an active dialogue with the relevant international institutions in order to attract investment and finance joint projects and programmes in the field of environmental protection and the introduction of new environmentally friendly technologies, and to increase the share of the green economy.

A special statement on action to respond to climate change, highlighted in a separate document, identifies additional measures that SCO member states plan to take as part of the 2018 Shanghai Cooperation Organisation’s Environmental Cooperation Concept and Green Belt Programme (2021).

Additional measures include actions to modernise infrastructure in order to reduce greenhouse gas emissions and introduce resource-efficient green and low-emission technologies. Joint measures aimed at reducing the impact of climate change on marine flora and fauna are highlighted separately.

Among the solutions are increased exchange of experience on investment standards, sustainable projects and green taxonomies.

An important decision was to establish a dialogue among SCO member states on carbon markets, including approaches to participation in international carbon markets.
